You get the inspection report back and it says “AQL 2.5, accepted” — and most importers nod along without actually knowing what that means for the goods sitting in the factory. Here is the uncomfortable truth: AQL 2.5 does not mean your shipment is defect-free. It means the factory is allowed a certain percentage of defective units and the lot still passes. If you don’t understand the number, you can “pass” an inspection and still receive a container with real problems in it.

What is AQL (Acceptable Quality Level)?

AQL stands for Acceptable Quality Level (sometimes called Acceptable Quality Limit). It is the maximum percentage of defective units in a production batch that is still considered acceptable, based on inspecting a statistical sample rather than every single unit. Nobody opens all 5,000 units in a shipment; a trained inspector checks a calculated sample size and the result is applied to the whole lot.

The number itself — 1.0, 1.5, 2.5, 4.0 — is the threshold. A lower AQL means a stricter standard (fewer defects tolerated); a higher AQL means more tolerance. AQL 2.5 is the industry default for general consumer goods, but it is a starting point, not a rule, and choosing it without thinking is exactly how importers get burned.

How the sampling actually works

AQL inspection follows a published standard (ANSI/ASQ Z1.4, based on the older MIL-STD-105E). The process is mechanical once you understand the pieces:

  1. Lot size — how many units are in the order.
  2. Inspection level — usually “General Level II,” which determines how large a sample the lot size requires.
  3. Sample size — looked up from a standard table based on lot size and inspection level (larger lots need proportionally larger samples, but not 1:1).
  4. Accept/reject numbers — for the chosen AQL and sample size, the table gives two numbers: the maximum defects allowed to still pass (Ac) and the number that fails the lot (Re).

Example: a lot of 3,000 units at General Level II typically pulls a sample of 125 pieces. At AQL 2.5, the accept/reject numbers for that sample size are commonly 7 accept / 8 reject for major defects. Find 7 or fewer major defects in the 125-piece sample and the entire 3,000-unit lot passes — even though, statistically, dozens of units in the full lot could still be defective. That gap between “the sample passed” and “every unit is perfect” is the single most misunderstood part of importing from China.

Critical, major and minor defects

AQL is applied separately to three defect classes, because they don’t carry the same risk:

  • Critical defects — safety hazards or legal/compliance failures (e.g. exposed live wiring on a machine, a banned material). AQL is usually set at 0 — zero critical defects tolerated, full stop.
  • Major defects — the product will likely fail, malfunction, or a customer would reasonably reject it (a motor that doesn’t reach rated speed, a seal that leaks). Commonly inspected at AQL 2.5.
  • Minor defects — cosmetic or small issues that don’t affect function (a scratch, uneven paint). Often allowed a looser AQL, such as 4.0.

A report that only states one AQL number without separating these categories is incomplete — ask for the breakdown.

What happens if defects are found — a step-by-step process

  1. Inspection is scheduled once the order is roughly 100% produced and packed, before the balance payment is released.
  2. The sample (or full unit, for machinery) is checked against the agreed spec sheet, with photos of any defect found.
  3. The result is compared to the agreed AQL. Within limits → the lot passes and payment/shipping proceeds.
  4. Defects exceed the limit → you have leverage, because the balance hasn’t been paid. Options: the factory reworks the defective units, sorts and replaces them, offers a partial refund, or — for a serious failure — you decline the shipment.
  5. Re-inspection confirms the fix before goods are released to the forwarder.

The entire value of this sequence depends on inspecting before the balance is paid and the goods leave China. Once a container clears Chattogram customs, none of these options exist — you own the problem.

Who should actually run the inspection?

There are three common setups, and they are not equally trustworthy:

  • Supplier self-inspection. The factory tells you the goods passed their own QC. Convenient, and worth almost nothing as protection — a factory does not fail its own inventory.
  • A third-party inspection company. An independent inspector visits the factory, applies the agreed AQL, and reports back. This is the industry-standard approach and is meaningfully better than self-inspection, but you are relying on a report from a party you may never speak to directly, and coordinating the booking, spec sheet and scheduling from Bangladesh adds friction.
  • Your sourcing agent, on the ground. When the same team that verified the factory and negotiated the price also runs the inspection, there is continuity — they already know the spec, the supplier, and what “normal” looks like for that factory, and they act on your behalf if something fails, not just on a report.

Whichever route you use, put it in writing before the deposit is paid, not after: which AQL level applies, who inspects, and what happens if the lot fails. A supplier who resists agreeing to an inspection clause upfront is telling you something.

How to put AQL into your purchase order

AQL only protects you if it is agreed before production, not negotiated after the goods are already made. A simple, effective purchase-order clause states:

  1. The applicable AQL level for major and minor defects (e.g. “AQL 2.5 major / 4.0 minor, critical defects AQL 0”), or for machinery, “100% functional test against attached specification sheet.”
  2. Who performs the inspection and at what production stage (pre-shipment, once 100% produced and packed).
  3. That the balance payment is contingent on a passed inspection.
  4. What happens on failure — rework, replacement, or refund, with a re-inspection before release.

Common mistakes Bangladeshi importers make with AQL

  • Accepting whatever AQL the supplier proposes without checking whether it fits the product. Suppliers naturally prefer a looser number.
  • Applying consumer-goods AQL tables to a 2-unit machinery order, when 100% functional inspection is what the order actually needs.
  • Treating “AQL passed” as “perfect,” then being surprised when a small percentage of units have issues on arrival — that percentage was always mathematically allowed.
  • Not separating critical/major/minor in the inspection scope, so a safety issue gets buried inside a “minor defects” bucket.
