The CCC Mark: China Compulsory Certification and Why Importers Should Check It

Bangladeshi importers spend a lot of time on what Bangladesh Customs will require on arrival. Fewer think about what China requires before the goods are allowed to leave — and for a range of products, China’s own compulsory certification, the CCC mark, decides whether a factory can legally sell and export that item at all.

What CCC actually is

CCC stands for China Compulsory Certification (in Chinese, the mark reads “CCC” and the scheme is often written 3C). It is a mandatory product-safety approval administered by China’s Certification and Accreditation Administration. If a product is on the CCC catalogue, it cannot be manufactured for sale, sold, imported into China, or — importantly for you — exported from China, unless it holds a valid CCC certificate or a documented exemption.

The catalogue covers roughly twenty broad categories. The ones a Bangladesh importer is most likely to touch include: household electrical appliances, low-voltage electrical apparatus (switches, sockets, breakers, cables and wires), IT equipment, lighting fixtures, audio and video equipment, small power tools, some toys, safety glass, and certain automotive parts and tyres. Not everything electrical is covered, and some items were removed from the compulsory list and moved to self-declaration over the years — so the catalogue has to be checked product by product.

Why an export-only buyer should still care

You might think: the goods are leaving China, they will be sold in Dhaka, why does a Chinese domestic mark matter? Three practical reasons:

  • Customs at the Chinese port can hold an export shipment of catalogue goods that has neither a CCC certificate nor a valid exemption note. That is your delay and your demurrage.
  • A factory that has never obtained CCC for a catalogue product is, by definition, only tooled and audited for the informal market. That is a quality-system warning sign for you as a buyer.
  • The CCC certificate is a real, verifiable document tied to a specific factory and product model. Being able to ask for it, and check it, is another verification tool — like the business licence check.

The export exemption route

China provides a legitimate exemption for goods that are produced solely for export. A factory can apply to its local customs / market regulation authority for an exemption on a specific export order, declaring that the products will not enter the Chinese domestic market. When this is used correctly, the factory gives you or the forwarder an exemption certificate or filing reference that clears the goods for export without a full CCC certificate.

What you want to confirm is that the exemption is real and order-specific, not just a verbal “don’t worry, it’s for export.” Ask which authority issued it and for the paperwork. A forwarder who ships that product line regularly will know the drill.

How to check a CCC certificate

A CCC certificate names the certificate holder (which may be the manufacturer or a brand owner), the manufacturer and factory address, the product name and model or series, the standards applied, and an issue and expiry date — certificates are typically valid for five years with annual factory surveillance. Each certificate carries a number.

The certificate number can be checked on the public database run by China’s certification authority (the CNCA / CQC verification portals). Match the factory address on the certificate to the factory address on the business licence and the pro forma invoice. A certificate held by a trading company for a model built at an unnamed factory is weaker than one that names your actual production site.

Getting the mark right on the product

If your goods are genuinely CCC-certified, the physical mark and its size, printing method and placement are specified by the scheme. If the goods are moving under an export exemption, they generally should not carry a CCC mark at all. A carton of “CCC-marked” goods with no traceable certificate behind the mark is a counterfeiting problem you do not want to inherit. Have your inspection checklist include a line on whether the mark is present and whether it should be.

What this means for your order

Before you place a deposit on any electrical, lighting, appliance, IT or power-tool product from China, add three questions to your supplier conversation: is this exact model on the CCC catalogue; if so, do you hold a CCC certificate for it and can I see the number; if we are shipping under an export exemption, who issues it and will I get the filing reference. The answers tell you both whether your shipment will move cleanly out of China and how seriously the factory takes formal compliance. On the Bangladesh side, you still need to plan separately for BTRC and BSTI or, for panels and inverters, solar equipment compliance.

Everyday products that sit on the catalogue

A Bangladesh importer is most likely to meet CCC on: plug-in household appliances such as fans, blenders, rice cookers, irons and water heaters; wiring devices including switches, sockets, plugs, circuit breakers and low-voltage cable; LED and other lighting fixtures and their control gear; IT and audio-video equipment; mains-powered hand tools; certain children’s toys; safety glass for vehicles and buildings; and some tyres and automotive components. Battery-only or USB-only low-voltage gadgets are often outside the compulsory scope, and several categories have moved from full CCC to a lighter self-declaration route over the years. Because the list changes and the boundaries are model-specific, the only safe approach is to name the exact model to the supplier and ask where it falls.

CCC versus the marks you need for Bangladesh

CCC is a Chinese requirement that governs whether the goods can leave China. It does nothing for your Bangladesh clearance. For electrical and electronic goods entering Bangladesh you still plan separately for BSTI conformity where the product is on the mandatory list, and for radio-frequency devices a BTRC no-objection certificate. A product can be fully CCC-certified and still be stopped at Chattogram for lack of the Bangladesh-side approval, and vice versa. Treat them as two independent gates: one at the Chinese port, one at the Bangladesh port.

A pre-order compliance conversation

Before the deposit, ask the supplier three things in writing: is this exact model on the CCC catalogue; if yes, do you hold a valid CCC certificate and what is its number; if we ship under an export exemption, which authority issues it and will I receive the filing reference. Then verify the certificate number on the official database and match the factory address to the business licence. The answers tell you whether the shipment moves cleanly and how seriously the factory treats formal compliance — both worth knowing before money moves.
