Container Scanning at Chattogram Port: How NII Inspection Decides If Your Box Gets Opened

Not every container that arrives at Chattogram is opened, and not every container is waved through untouched. Between those two outcomes sits non-intrusive inspection — container scanning. A large X-ray or gamma-ray image is taken of the loaded box, an officer reads it, and that reading decides whether the declaration is accepted, whether the container goes for a physical examination, or whether it is held for questions. For an importer, understanding how scanning fits into clearance explains a lot of otherwise mysterious delays.

What non-intrusive inspection is for

Customs cannot physically strip every container — there is neither the time nor the space, and unpacking and repacking a forty-foot container is slow and damaging. Scanning is the compromise. It lets an officer see the density and shape of what is inside without breaking the seal: whether the cargo matches the description on the bill of entry, whether the container is fuller or emptier than a declaration of its stated weight and volume would suggest, and whether there is anything concealed behind the visible load. It is a screening tool, not a verdict — a scan image raises or lowers suspicion, and an officer decides what to do next.

Where the scan sits in the clearance sequence

Scanning is tied to the selectivity channel your declaration draws in ASYCUDA World. A green-channel declaration is generally released without a scan. A yellow or red channel, or a specific alert against the importer, the origin or the commodity, routes the container to the scanner before an officer completes assessment. In practice the flow is: declaration filed and a C-number issued, duty paid, channel assigned, container moved to the scanning point, image captured, image analysed, and then either release, a call for physical examination, or a hold. If your consignment is selected, the scanning queue itself becomes part of your transit time, and at peak periods that queue can be the slowest single step in the whole clearance.

What an officer is actually looking at

A scan image is a greyscale density map. Trained readers look for a short list of things:

  • Load that does not match the description. A container declared as knocked-down furniture but showing dense, regular blocks throughout reads wrong.
  • Anomalous density. Metal where textiles were declared, or a dense mass inside what should be a light, bulky load.
  • Voids and false walls. Gaps where cargo should be continuous, or a stack that stops short of the container wall with a uniform space behind it.
  • Weight that contradicts the picture. The verified gross mass on the manifest and the visual fill should tell the same story.
  • Shielding. A deliberate dense layer positioned to stop the X-ray reaching the space behind it.

None of these on its own proves wrongdoing. A legitimate mixed load can look odd. That is why a questionable scan leads to a physical check rather than straight to a penalty.

What triggers a scan you did not expect

Importers are often surprised to be scanned on a routine commodity. The common reasons: the HS code sits in a category Customs watches closely; the declared value is below the reference range for that product; the description is too general to confirm the classification; the importer is newly registered or has a thin clearance history; the origin or the supplier has drawn attention on other consignments; or the container was simply pulled on a random check, which the system is designed to do so that low-risk cargo is never guaranteed a free pass. Consistent, accurate declarations over time are the only real way to move toward the green channel.

How to keep a scan from becoming a delay

  • Describe the goods precisely on the invoice and the bill of entry, so the scan image and the paperwork agree.
  • Make sure the packing list reflects how the container is actually loaded — carton counts, what is on each pallet, where heavy items sit.
  • Declare a realistic value. A scan that looks normal still gets a query if the value looks low.
  • Confirm the verified gross mass is correct. A weight mismatch between the manifest and the image is an easy flag to raise and a slow one to clear.
  • Keep the supporting documents complete so that if the scan is clean, nothing else is holding assessment up.

If the container is called for physical examination

A referral from the scanner means the box is moved to an examination area, the seal is cut in front of an officer, and cargo is unloaded to the extent needed to verify the declaration. This is where accurate carton marking and a truthful packing list pay off: an officer who can find and confirm the declared goods quickly releases the container quickly. A load that does not match its paperwork turns a two-hour check into a multi-day investigation, with demurrage and detention running the whole time.
